trying to enable my brother's hotspot on his h810 and found "oem unlock'

title speaks for itself. can it be rooted somehow with that option enabled?

need help getting my brothers phone working again

Hi I'm needing help bypassing the activation lock on my brothers phone he bought it off eBay and when he got it he reformatted it (activation lock was not on in settings) but when he tried to go through the set up it asked for him to log in to the Samsung account (witch there wasn't one logged in when he formated it) now he's locked out of his phone and I can't work out any way of getting around it my self I have checked the imei number and the phone hasn't been reported as stolen

He has contacted both the eBay seller and Samsung but neither have been of any help it was running android 5.1.1
