Can't connect wireless Xbox 360 controller

So when I plug in the receiver into my phone and tablet via OTG cable it won't blink and if I long press the button on the receiver it will show a light and then it will disappear when I try to pair my controller with the receiver nothing happens the 4 lights blink for sometime and then they stop and there is no sync button on top of my controller and to power up the lights I have to press the start button PLEASE help this is my only hope pleasee

Hi need some advice I have a xbox 360 and I need to expand the memory of my Nvidia shield tv box. So I am wondering if I took the hard drive from the xbox and use a USB 3 0 adapter cable and format it to be adoptive memory for the shield. 1 can this be done. 2 if so how will it impact on the functionality unzipping large files estra and will I have to provide extra power for the drive or will the shield be able to saport it independently...
