Does updating Custom ROM require a factory reset ?

Hi I currently use the custom ROM Renovate 2.1, and want to update to 3.0, which was just released on 22nd July.

So if I just want to update a custom ROM, do I still have to backup all apps with Titanium Backup, and do a factory reset with TWRP before flashing the updated custom ROM? Or can I skip these steps?

Why do some ROMs require mm firmware?

Why do most roms lately require a phone to be on mm firmware, When ROMs such as resurrection remix, cyanogenmod, aicp, mokee do not require mm firmware? Does porting have to do with it?

Petition to Require Unsupported Devices to have Bootloader Unlocked

Here is my formal petition for carriers and manufacturers to unlock the bootloaders of handsets they are not providing updates.
1. Updates are not being provided for in timely manner
2. Capable devices are not being updated and consumers are left at risk or forced to pay for on open source OS.
3. Consumers are not gaining full control of devices that no longer property of carriers and manufacturers.
