I know the stock Lollipop does, but it was a little laggy for me for some reason. I switched over to Dirty Unicorns 5.1, which has been really smooth and great, but I do miss the two functions I listed in the title.
For clarity:
-Smart Screen is the function where if the user is looking at the screen, the screen will not turn off
-the weather animations I'm looking for are the ones where if it's rainy outside, the lock screen will have rain drops. If it's sunny out, the lock screen will have sun rays. If it's cloudy/foggy, the lock screen will have those too.
