USB OTG external storage is not writeable

When i try to copy files to my USB external storgae, the app tells me that i need to give it permission. i selected the USB storage but it fails, and Total commander says wrong location, even i choosed it correctly. When i press cancel, it ask me to re-mount as read/write as root and it works. Only Total Commander can do that, but it keep asking for permission.

do you mind checking my platform.xml in attachment that was located in /system/etc/permission/ ?
