How can I do a keyboard with stickers (with images, not emojis only)

Hi, how can I do a keyboard with stickers (with images, not emojis only)? I have saw some libraries and source code of examples, but all of them are a view inside of an app. What I need to do is a keyboard of images instead of keys, to have the possibility of using it at any place.
