Can't lock screen rotation

Whenever I rotate the phone, all apps orientation changes whichever rotation setting is set. Tried to lock through quick settings it says portrait, when turning the phone sideways says landscape, setting to auto-rotate behaves the same, no matter if it's locked through settings or QS.
